District 54's healthcare crisis is not abstract — it is measured in closed hospitals, doctor shortages, and families who delay care until emergencies force their hand. Too many communities across Alabama lack adequate primary care. That is unacceptable.

Rep. Rafferty has sponsored dozens of bills targeting healthcare access, mental health resources, and public health infrastructure — including the creation of the Veterans' Suicide Task Force. He has passed legislation to attract and retain medical professionals in underserved communities across the state, and serves on the Cahaba Valley Health Care Board and Youth Serve because the work doesn't stop at the State House doors.

Confronting the Crises We Can't Ignore

Food deserts, the opioid epidemic, rising obesity, and a mental health system stretched to its breaking point — these are not someone else's problems. They are District 54's reality. Neil is fighting to equip local health departments with the funding and tools to implement community-driven strategies that address these challenges head-on.

Access to quality, affordable healthcare is not a privilege. It is a human right. Every policy Neil champions in Montgomery starts from that premise and works backward to legislation that delivers results.
